The south of Kuril Islands

Moscow took Iturup and Kunashir during USSR’s greatness via military intervention killing thousands of Japanese there. These islands are the south of Kuril Islands though most of islands belong to Russia, but there are important small islands in the southern tail of Kurils that have historically been Japanese. Japanese resided there. Russia should return these islands to Japan. Slavery cannot last forever, USSR fell many years ago, so Russia could not provide these islands and could not give good conditions of living to people there, but took advantage of the rich resources of islands.
